9/11, the Marathon Bombing, and the Security-Industrial Complex

In the wake of the Boston Marathon bombings and subsequent manhunt and shootout, speculation has been rife about the
attack being a "false flag operation", that is, a terrorist attack arranged by government agents for the purpose of
scapegoating a particular group or nation, an example being the Reichstag fire. It's certainly not impossible. A government
willing to commit similar atrocities on a daily basis by means of drone attacks in Pakistan is hardly above suspicion just because
this attack occurred on US soil.

The conspiracy theorists are missing a more important point, however. Even if Tamerlan Tsarnaev wasn't secretly working for
the CIA, the Marathon attack did a huge favor for the US security-industrial complex.

For starters, consider the city where the attack occurred. Boston is the home of US Attorney Carmen Ortiz, whose office has
developed a well deserved reputation for politically motivated prosecutions. Ortiz is best known for hounding Internet activist
Aaron Swartz to suicide, for a "crime" no more serious than downloading public documents in bulk from the JSTOR web site. Her
office has also been widely criticized for engineering false terrorism convictions in the cases of Tarek Mehanna and Rezwan
Ferdaus. Now that Ortiz gets to prosecute a "real" terrorist her record of unjust persecution will be forgotten in a flood of
congratulatory publicity. Her political prospects, once blighted by criticism of her handling of the Swartz case, are now on the
rise again.

A similar dynamic applies nationally. Twelve years after 9/11 "changed everything", everything was slowly changing back again.
With bogeyman extraordinaire Osama bin Laden dead, and Al Qaeda on the ropes, the excuse that a police state was necessary to
fight terrorism was wearing decidedly thin. Police budgets were shrinking in cash-strapped municipalities, and criticism of police
brutality was mounting. Cases ranging from Oscar Grant to Tony Bologna to Christopher Dorner all took their toll on police
credibility. Internet surveillance bills such as CISPA and SOPA were having a hard time making it through Congress, and surveillance
in general was being increasingly questioned. Even the TSA, an agency not exactly known for responsiveness to public opinion,
recently started allowing small knives on airplanes again.........

At this point law and order aficionados will object. "But how else can we defend against terror attacks?" Noam Chomsky has been answering that question for years in regard to Israel, and the answer is the same here. We can defend against attacks by halting the behavior that inspires them. By conducting genocidal wars for oil and resources in the Middle East, supporting apartheid in Israel-occupied Palestine, propping up dictatorial regimes in Honduras, Saudi Arabia, and many other places, among other abusive and oppressive practices, the US has made itself the most hated nation in the world. But instead of changing its habits abroad, the government prefers to exploit the inevitable blowback in order to make Orwell's 1984 a reality at home.

Back in July, when the story of the terror rehearsal broke, I asked on my blog who else was based in Tavistock Square and who might have been responsible for organising such a thing. The answer came back pretty quickly in the form of anonymous comment that pointed at Fortress GB and ICTS.

I think these two companies need a little more researching as even a cursory dig around the Internet turfs out interesting little snippets of information like, for example, the MD and founder of Fortress GB just happened to be the CEO and Managing Director of ICTS (UK). Both firms are located in Lynton house, Tavistock Square, not terribly far from the site of the bus explosion.

Harking back to the statement given by Beverli at the 7 July Review Committee meeting of 23 March 2006. Beverli's statement referred to a meeting at her company's headquarters in Tavistock Square, called the night before 7/7 after news of the Olympic bid win broke, and she called the police anonymously to advise them that the bus explosion might have had something to do with her meeting that morning as the meeting room was about level with the top of the number 30 bus. The top of the bus is where the alleged suicide bomber is alleged to have been, something which seems to make little sense if the intention was to cause as much damage and devastation as possible. If the meeting room was the target and the meeting room was about the same level of the top of the bus, then maybe there is some connection between these two bits of information.

Olympics mean tickets and smartcards are the new tickets and what with all the terrorists running around there's got to be some money to be made out of smart cards for the Olympics, maybe cards that link up with the expanding Oyster infrastructure and passport databases:

ICTS in 2002 Belfast airport security staff sacking scandal:

We are appealing for messages of support and financial backing for 24 airport security staff in Belfast who have been sacked for striking against the low pay and poor conditions imposed upon them by the management of ICTS UK Ltd. Notably the workers sacked were prominent union activists, including two key shop stewards. One worker was even told by management that he was being sacked for speaking at a union meeting and taking too strong a line with management! The response of some of the higher up officials in the union - the T&G - and at union HQ has been woefully inadequate, especially when it becomes clear that after initially sanctioning the strike of the airport officers as legal and official, they later turned around and repudiated the action opening the way for management reprisals.

Gordon McNeil, one of the sacked shop stewards, spoke to Socialist Appeal.

Socialist Appeal: Why were you and your workmates sacked?

Gordon McNeil: We were out fighting a trade dispute for extra money, but the management, I believe, have a hidden agenda. They want to get rid of the two shop stewards - i.e. myself and my other colleague Madam Gupta. The others who've been sacked have all been heavily involved in union activity, they have been very strong when in forcefully voicing our opinion to management. I think the underlying agenda here was to remove the strong people from the security of employment. Therefore, the management have embarked on a litany of abuse against the staff. Clearly their aim is to remove the strong people so that they can crush the rest.

SA: What are the issues surrounding the strike and how exactly did it come about?

G McN: The strike came about following a massive 97% majority in a postal ballot for strike action. We had been involved in pay talks with this company since November 1, 2001. We have had problems with our regional officer within the union, Mr Joe McCusker. We had been in touch with Mr McCusker who asked us to suspend our action on Wednesday May 8 until Tuesday May 14 pending discussions via the LRA to resolve the dispute. We entered these talks on the understanding that it was to be a meaningful dialogue with the company - but the company basically laughed in our face; they were not serious about making offers of money. We then sought advice from the union on Monday May 13 to resume our action from Tuesday May 14 because it was the named time and date, and we'd already gone through the full process of serving it on the company. The union told us to just go ahead, we engaged in action on Tuesday morning, and on Wednesday morning we had a repudiation notice served on us by our regional officer, Joe McCusker. We felt very angry that we had been told that we were fully entitled to engage in a strike because it was perfectly lawful and legal, and then for the union to go ahead and repudiate it left us wide open. This is why the company jumped on the back of this repudiation to dismiss us. We have subsequently taken advice on this and the union have now stated that the advice we were given on Monday was indeed that it was official action, and also that on Tuesday afternoon they had even told the company that it was official. But they still seem to be adopting the position, as we speak, that it was an unofficial strike action, even though they now admit the advice they gave at the gates on the Monday.

SA: Are you unhappy then with the role the union has played in both the action to begin with and their response to the sackings?

G McN: Yes I am, I must say I am quite angry. A union is a body of people, and the ordinary members and lay activists on the street are not the ones I am angry at. I am angry at some of the regional organisers, and the director of the legal services of the union, Fergus Whittey. We have had quite poor representation till now, but one thing that has really galled me, and I would like people to reflect on this, is the fact that the management has been able to use this situation to further their own ends, and that they are really very despicable in this whole situation. Take the communication between our National Secretary Tim Lyle, who is the civil aviation officer for the union, on Wednesday of last week with Ben Lewis who is the company secretary of ICTS about the sacking of the 24 officers. Tim Lyle stated that Ben Lewis laughed at him down the phone. Mr Lyle said: "Do you think that's funny that you have sacked 24 workers?" Mr Lewis replied that he thought it was hilarious that he had ruined 24 lives. Naturally there is great anger amongst the staff particularly those who have been sacked, but also among the staff still there in the airport.

SA: What support have you had?

G McN: The support we have had has been outstanding. We are planning on upping our campaign and we just require as much support as possible, even if it is just a signature, it all goes to show that we have support. That the public are not going to stand back and let a company, especially a company that are so adamant that they can rule the workforce, get away with it. Therefore, we think that it is an abuse not only upon ourselves but it is an abuse on all people who dare to speak out in the workplace to further the rights of workers.

SA: Is the mood and morale of the activists is high?

G McN: Very strong, we are obviously very angry, but we are also resolute that we will not be beaten down. I will not have my voice silenced because I am only speaking out for basic rights for these workers. At the end of the day the whole dispute was over a 30p per hour pay rise which would have taken us up to �5.50. We are on �5.20 at the moment, no sickness benefit, and no overtime rate. When we see an airport porter - and I am not being derogatory towards porters here - on a substantially higher wage than ourselves, with full sickness benefit for 6 months a year, and they get overtime on double rates. I think there has to be a correlation brought into the job we do in relation with other workers in the airport, and therefore we will have our say and we will not be beaten down by this management or any management.

SA: What do you see as the way forward specifically for your dispute? What can trade unionists in Britain and Ireland do to help your dispute?

G McN: The first thing would be the monetary aspect, finances. Twenty four officers are now sitting on social security benefits - some of them don't even get that. We would need financial support to pay the bills and to build this campaign which we intend to run against this company. I would ask people in their workplace to raise their concerns with their regional officers, and to write to Mr Morris of the T&GWU.

The headquarters of the company in London are Devonshire House ICTS UK Ltd, I would ask people in London to make representations there and to send letters and demand answers to why these officers here, who do a fantastic job. We protect the lives of the travelling public regardless of their race, colour or creed, have been treated in this despicable manner. It is not particularly nice for a security officer to have to go through peoples personal belongings or get physical with people and search their bodies, but we do it in order to secure passenger safety. We ask the public across Britain to show support for us to organise and demonstrate on our behalf, and not let this company be seen as a successful union buster. The company has behaved disgracefully towards their employees

Thank you to every single person out there who has shown support, and a great thanks for those who will show support in the future. We will do all we can over here to fight our cause. At the end of the day this is an attack on all workers who dare to challenge management on the conditions in their workplace. So this is an attack not just on one sector but an attack on all, because it is me today but it could quite easily be you tomorrow.

Eugene McGlone, sacked Irish T&G official told Socialist Appeal that he had met some of the sacked workers and that "it is disgraceful that nothing has been done about this. Not just words of support but action is needed. The union must stand up for its members, for workers and their families. The campaign for our reinstatement [the campaign to reinstate Mick O'Reilly and Eugene McGlone] gives its 100 percent backing to the sacked airport workers and would appeal to trade unionists everywhere to offer their support."

A Philadelphia lawyer, Friedman was the general counsel in the United States for the Likud party of Israel from 1984 (or, officially, 1988) to 1999. Friedman is a close friend of the Netanyahu family; he grew up in Wyncote, Pennsylvania, around the corner from Benjamin and his father Benzion Netanyahu, the senior aide to avowed fascist Vladimir Jabotinsky.

Israeli plutocrat Menachem Atzmon was co-treasurer of the Likud, along with Jerusalem Mayor Ehud Olmert, during and after the 1988 Israeli elections. In August 1988, Atzmon worked with Olmert and two other men to collect illegal contributions for the Likud from corporations, against Israel's party funding law, by providing fictitious advertising services to the contributors. Atzmon was later convicted in that campaign finance fraud, while Olmert was acquitted.

Up until his 1996 conviction, Atzmon was president of the Israel Development Fund (IDF), a U.S. tax-exempt foundation funneling money illegally to the Likud. IDF is one entity in a cluster of such false-front Likud money spigots, all run by Philadelphia attorney Steven L. Friedman, a partner in the Dilworth, Paxson firm.

Friedman has overseen the Likud's U.S. fundraising since 1984, when he began arranging Netanyahu's broadcasts and meetings with American leaders. Netanyahu first met Mervyn Adelson at that time, and brought him into his inner circle along with Friedman and Ron Lauder. Friedman is a key leader of the Republican Jewish Coalition, founded and run by Detroit Purple Gang mobster Max Fisher, a longtime chairman of dope-running United Fruit. The Coalition finances and corrupts the U.S. Republican Party.

Friedman created a network of tax-exempt U.S. organizations tied to Likud. The first entity, Israel Development Fund (IDF), began in 1989. According to Internal Revenue Service tax records, IDF gave money directly to the Likud, directly countering the purpose of the U.S. tex exemption laws.

In The Jewish Week for Feb. 19, 1999, reporter Lawrence Cohler-Esses wrote: "Several former Netanyahu cronies say the Israel Development Fund, which over six years raised about $1.5 million, was of indirect help to Netanyahu. Another source claims that the fund helped finance Netanyahu's jaunts to the U.S. The fund did allocate several grants to youth programs, as it was originally set up to do; but only about half of its expenditures were for such programs. According to the fund's tax reports, it granted $16,000 to 'Lichud'—evidently a distortion of Likud. Other donations include $9,000 to "Shood Harabanim"—apparently a mutation of the name "Ichud Harabanim," a group of West Bank rabbis who have called on Israeli soldiers to refuse to obey orders if the Israel Defense Forces redeploy in the West Bank; $13,000 to the settlers' journal Nekuda; another $13,000 to 'Gagner Aliyah,' a contortion of "Gesher Aliyah"—a charitable organization supervised by Avigdor Lieberman, former director-general of the Prime Minister's bureau, a body later subjected to criminal investigation.

Cohler-Esses obtained a list of IDF donors from 1989 through 1992, which included "[Irving] Moskowitz; New York businessman Joseph Mermelstein; Reuben Mattus, the late founder of Haagen Dazs ice cream, and his widow, Rose; and Manfred Lehmann, the late philanthropist and right-wing activist who defended Dr. Baruch Goldstein's murder of 29 Palestinians in Hebron in 1994.... In 1995 [tax reports] ... Moskowitz's foundation [was reported as giving] 5,000 to IDF and 5,000 to the Likud party through Friedman. When questioned about this, Friedman, in the only brief interview he agreed to, said the listing of the political donation to Likud was 'a mistake.' Soon after the interview, Friedman filed an amendment to his Justice Department filing stating that the 1995 Moskowitz donation to Likud was, in fact, to the charity IDF."

Menachem Atzmon resigned as president of Friedman's IDF following his 1996 conviction for Israeli election campaign finance fraud. But his later U.S. activities would prove to be much more disturbing.

Atzmon and his business partner Ezra Harel are the majority owners (57%) of ICTS—International Consultants on Targeted Security, run by "former [Israeli] military commanding officers and veterans of government intelligence and security agencies" according its Web site. In 1999, Atzmon's Netherlands-based firm took over management of security at Logan Airport in Boston, Massachusetts, through ICTS' subsidiary Huntleigh USA.

This convicted Likud criminal's firm was in charge of security at Logan Airport—inspecting the validity of passports and visas, searching cargo, screening passengers—when two airliners were hijacked from there on Sept. 11, 2001, and demolished the World Trade Center towers in New York.

Is it possible that Steven L. Friedman's exalted position in U.S. and Israeli politics lent influence to help accomplish this seemingly difficult task?—vetting a man with Atzmon's past as the principal figure in security at Logan, and other American and European airports as well. (Atzmon's firm also advises the U.S. and other governments on airport security.)

Last week, the Court denied the government's motion to reconsider the January 7 opinion.

Huntleigh's lawsuit alleges that Huntleigh's airport security screening business was destroyed when the government federalized security at all domestic airports in the wake of September 11. The action also claims that the United States violated sections of the Aviation Transportation and Security Act when it did not pay adequate compensation for the loss of Huntleigh's private screening contracts. In the Court's recent opinion denying the government's motion for reconsideration, the Court stated that the government had failed to meet the standards to prevail on its motion and reaffirmed the holdings in its January 7 opinion. Menachem Atzmon, the Chairman of ICTS's Supervisory Board, remarked that the Court's opinion "clears the way for Huntleigh to establish the validity of its Takings claim."

B. Related Party Transactions.

In December 2000 and January 2001, the Company, invested $500,000 in Omnivee. A principal of Omnivee is the son-in-law of Lior Zouker, Chief Executive Officer of the Company.

In connection with the Company's investment in John Bryce, the Company in 2000 paid Leedan and one of its affiliates a fee of $170,000 in consideration for investment advisory services rendered by these companies.

In July 2000, the Company in conjunction with ITA purchased 16 common shares of Ramasso from Leedan, a major shareholder of the Company, for $16,000 in cash and a loan of $500,000 to Ramasso by the Company at the rate of LIBOR plus 2%. When the Company exercised its option to acquire stock the loan was converted into equity.

In July 2000, the Company issued a bank guaranty for $1,000,000 to Seebex as a substitute to another bank guaranty given by Ezra Harel, the Chairman of the Supervisory Board of the Company. In consideration for the guaranty the Company received 100,000 shares of Seebex common stock, representing 10% of Seebex's equity and the right to appoint 1/4 of Seebex's board of directors. Seebex has developed new software for building presence and messaging applications which creates a life community on a persons web server enabling visitors to communicate with each other.

In October 2000, the Port of Rostock extended the Company a loan for $1.5 million. This loan was repaid in January 2001. Both Mr. Ezra Harel and Mr. Menachem Atzmon are principals and indirect majority shareholders of Rostock.

Pride of Britain Awards

I was woken this morning by a call from a reporter from the Sunday Mirror asking me if I had seen the front page of the mirror. I don't really buy newspapers unless I pickup a free Metro, if i'm not in London i'm not up before 11am usually !

So 8:45am this morning I dragged myself out of bed and headed up to the newsagents to grab a copy of the paper. It was a suprise to see Davinia in the newspaper as I wasn't aware the "Pride of Britain" awards were even taking place. I'm glad everyone can see what a star she really is and as I said on ITV news tonight she really is "radiant". It shows how brave alot of people REALLY are, the girl who was hit by a petrol bomb and the guy who stopped an armed robbery are real life heroes !

I've been invited to Washington DC to be honoured by the Anti Defamation League (www.adl.org) they campaign for an end to terrorism and are very well respected in the states. More on this soon ..........

Creepy development when ISP's hire people to monitor discussion threads, I presume because they have to report suspicious content to the authorities ?!

I worked for a Dutch ISP for over seven years, and never heard during that time of anyone doing this for a living. Quite naturally, as there is no commercial interest for the provider (and from my point of view, no legal interest either - when an ISP does start filtering, it makes itself more liable when illegal content is not removed).

Abu Qatada is another person about whom we need to be extremely concerned. The US Treasury has recently named him as one of those whose assets have been frozen there, yet he remains at large in the UK. Abu Qatada, whose full name is Omar Mahmood Abu Omar, is a Palestinian-Jordanian who is closely associated with Jaish Mohammed, a proscribed organisation. In September 2000, he was convicted in his absence in Jordan for the millennium bomb plot. He is a close associate of Omar Bakri Mohammed and Abu Hamza al-Masri, and ran what was known as the Baker street mosque in Marylebone from a youth club, the Four Feathers club, which I believe recently moved to another address in the Harrow Road. One attendee of the youth club was shot dead at an Islamic school in Yemen.

Zacarias Moussaoui, the suspected 20th hijacker and another entry on the FBI's list, currently under arrest in America, also had strong links to Britain. It now seems clear he regularly attended an Islamic prayer group in London that, until last year, met at the Four Feathers youth club near Baker Street. The group was led by an extremist cleric called Omar Mahmood Abu Omar, better known under his alias of Abu Qatada.

The Four Feathers Youth Club was at 12 Rossmore Road at the north end of Baker Street. The closest tube station is Marylebone, but Baker Street is the closest tube station with a direct connection to Kings Cross.

Fortress GB 8 Baker Street is at the south end of Baker Street and is closer to Marble Arch and Bond Street tube stations, though again neither of those have a direct connection to Kings Cross.

The Feathers Assocation was founded in 1934 by Marquesa Casa de Maury and shipping magnate Bernard Cayzer was a major benefactor. It is currently funded by the Rank Foundation, Westminster City Council and the Healthy Living Programme.

Investigators in Britain are privately at loggerheads with their US and continental European counterparts over claims that the UK was used as a pivotal base for Osama bin Laden's al-Qaida network in the run-up to the September 11 terror attacks.

Documents compiled in Madrid, Milan, Paris and Hamburg and seen by the Guardian indicate that most of the known attacks planned or executed by al-Qaida in the past four years had links to Britain. Investigating magistrates, police and intelligence officers in those cities believe that Islamist spiritual leaders based in Britain played a key role in the indoctrination and possibly even the authorisation of terrorist operations. Given the unique nature of Bin Laden's movement, they may have played an even more crucial role than al-Qaida's operational commanders.

But British security sources paint a very different picture, saying that the ties with al-Qaida are tenuous. They are backed up by police, defence lawyers and terrorism experts who all argue that there has been little activity in terms of terror cells.

"They would say that, wouldn't they?" said one source, referring to his continental colleagues. "There is a blame game going on which isn't very helpful."

The disagreement goes to the heart of the ethical and legal dilemmas facing the British judicial system as it tries to assess the degree to which the country has been used as a refuge for those engaged in terrorist activity and what should be done to ensure it is not.

There have been dozens of arrests, but only five people have been charged, not a single one on charges relating directly to September 11. In one terror round-up in Leicester, 11 men were arrested, five were eventually freed, four were transferred to immigration authorities, and only two were charged. On Tuesday the highest profile detainee, Lotfi Raissi, was released on bail after the district judge said the FBI lacked enough evidence to press a case of terrorism.

Investigators in France, Spain, Germany and Italy are adamant that at least seven top Bin Laden lieutenants operated out of Britain in recent years. They claim that the Muslim clerics, such as Abu Qatada, allowed to openly preach jihad in the UK were in fact spinning a "revolving door" to radical Islam and on to terrorism.

Italian officers point to a list of phone numbers found in the diary of an al-Qaida associate and say that 18 out of 32 of the numbers belong to British-based suspects. A Spanish judge says that one man made calls from the UK before September 11 which indicate that he knew of the impending attacks.

One source close to the French investigation told the Guardian that before the events of September 11 "Britain acted - and, to some extent, may still act - as a kind of filter for parts of al-Qaida. The main European centres for spiritual indoctrination were London and Leicester; any weak links were weeded out there. The new recruit would then be sent to suffer in the camps in Afghanistan. After passing both tests, the mojahid could take his place in the sleeper networks in Europe".

A senior German intelligence officer summed up the mood when he said: "All the clues lead to London. All the roads lead to London."

The evidence

So, what is this evidence upon which such sweeping and alarming claims are based? Investigators in continental Europe point to a series of key characters whom they say prove that Britain is the terrorists' revolving door:

· Abu Qatada

A Spanish judge, Baltasar Garzon, claims that Sheikh Abu Qatada, the London-based Muslim cleric who ran the Four Feathers centre near Baker Street, is "the spiritual leader of mojahedin [holy warriors] across Europe". He claimed that Qatada, a Palestinian previously living in Acton in west London, whose bank account has been frozen after the Treasury named him as being suspected of funding terrorism, helped channel money from the Spanish terrorists to a group in Jordan who planned a series of attacks in 1999.

Qatada was sentenced to death in absentia in Jordan and is accused by the US, Spain, France and Algeria of being a key influence in the September 11 attacks. Videos of his speeches were found in the Hamburg flat of Mohammad Atta, the hijackers' ringleader.

In a bugged conversation Sami Essid, who goes on trial this month in Milan accused of leading al-Qaida's network in Italy, talks about maintaining security within the organisation and refers to "Sheikh Abu Qatada" as an example to be followed. The Italian authorities say this implicates Qatada.

· Djamel Beghal

The French point to the confession of Djamel Beghal, a French Algerian who was detained in Dubai and questioned after he was persuaded by a series of imams that terrorism was anti-Islamic. Beghal, who is suspected of plotting to bomb the American embassy in Paris, told police he had been a follower of Qatada and that he was a key figure in his radical conversion. Beghal moved from France to Leicester where he worshipped at the Mosque of Piety and travelled to London to listen to Qatada preach. Beghal is suspected of having recruited Zacarias Moussaoui, the former South Bank University student suspected of being part of the September 11 plot, and Richard Reid, the alleged shoe bomber who tried to blow up a Paris-Miami flight, to camps in Afghanistan.

· Kamel Daoudi

Following Beghal's confession, police across Europe closed in on a small unit of men they believe were planning some kind of "spectacular". One, Kamel Daoudi, who had been living in Beghal's flat in Paris, was found in Beghal's other flat in Leicester. He is said to be the unit's computer expert.

· Abu Abdallah

Daoudi told French police that he met an al-Qaida guerrilla in Leicester called Abu Abdallah. Abdallah's identity remains uncertain but French investigators believe he may be among the 11 men arrested in Leicester last month.

· Baghdad Meziane and Brahim Benmerzouga

Arrested in Leicester in January. They are accused of belonging to al-Qaida and conspiring to raise money to fund terrorism. Meziane is also accused of "directing the activities of al-Qaida".

· Abu Doha

Five months before the attacks on America, Italy's special operations police produced a report which identified two al-Qaida networks in Europe. Both were run by Islamist extremists based in Britain -"one made up principally of Algerians and led by Abu Doha; the second made up predominantly of Tunisians and led by the Tunisian Seifallah Ben Hassine".

Doha is currently in detention in Belmarsh high-security prison in south-east London fighting extradition to the US on charges that he was part of an al-Qaida cell plotting to blow up Los Angeles airport on millennium eve. The whereabouts of Ben Hassine are unknown.

French police sources say they have uncovered further links to Britain with the "priceless" evidence of the recently arrested Yacine Akhnouche, a French Algerian detained on suspicion of close links with a cell in Frankfurt which planned an attack on the Strasbourg Christmas market. He has told police that while in al-Qaida training camps in Afghanistan he met Zacarias Moussaoui, the so-called "20th hijacker" in the September 11 attacks, as well as Richard Reid and Abu Doha, who he says was the "recruiting sergeant" of Bin Laden's European operation.

Spain points to four more British-based Bin Laden lieutenants, identifying them by their pseudonyms in an indictment. Spanish police taped a series of cryptic phone calls from a caller in Britain using the codename "Shakur". One of these, according to Judge Garzon, shows that Shakur knew of the upcoming September 11 attacks. "In our classes, we have entered the field of aviation, and we have even cut the bird's throat," he said on August 27.

The British riposte

Security sources say the evidence produced by the continental Europeans is in many ways as flimsy as that brought by the US against Lotfi Raissi, the Algerian who was released on bail this week. He was originally accused of training at least four of the hijackers involved in September 11. They say that Qatada's role has been overstated, that he is a spiritual leader and a rabble rouser but that there is no evidence of his direct involvement in terrorism.

Qatada fled his home in Acton the day before parliament passed the new anti-ter rorist legislation and security sources refuse to say whether he would have been interned. His disappearance has raised questions about his role (recently, the French daily Le Figaro claimed that Qatada was an MI5 agent, something the security services vigorously deny).

British sources claim that the French, Germans, Spanish and Italians are trying to point the finger at Britain in order to distract attention from the presence of terrorist suspects in their own countries and shield themselves from US criticism. Many of the claims about Britain, they imply, are made by ambitious magistrates out to advance their political as well as legal careers.

One senior police source says it is important to differentiate between political dissent and extremist political violence when looking at the British picture. In a stinging criticism of the quality of investigations on the continent, he claims that his counterparts in cities such as Berlin and Paris often fail to appreciate the difference.

British investigators also stress that al-Qaida is not a structured terrorist group, like Eta or the IRA. "It is not even a cell. Individuals are loosely connected with al-Qaida and other networks," said an intelligence source.

Sources admit that some of the recently arrested suspects had some links with extremist networks calling for a jiha. But they emphasise that their role was essentially one of supporting them by fund-raising, mostly through credit card fraud.

Lawyers such as Gareth Peirce, who represents a number of the men currently interned or facing extradition on terror-related charges, are certain that al-Qaida, as it is being portrayed by the CIA, does not actually exist in the UK, and that it has become a handy media shorthand for all that is "evil". They say that men are being imprisoned without charge simply because they are political dissenters.[/b]

Akhtar Raja, a lawyer representing Khaled al-Fawwaz, currently fighting extradition to the US in connection with the east African embassy bomb attacks, says he has been studying the "so-called" al-Qaida organisation for a number of years.

"It's very, very difficult to take little pockets of Muslims around the world who individually comprise small numbers but may well espouse violence - and they are few and far between - and make them a tangible target from the CIA's point of view. They are not connected at all in terms of any formal or loose relationship or allegiance to each other."

Security sources here are privately furious at the fishing expedition launched by the US in the wake of the September 11 attacks, and seething at the allegations coming out of continental Europe that al-Qaida has flourished in this country.

Al-Qaida cells

The focus of investigations should not be alleged al-Qaida cells operating in Britain - British authorities are convinced they simply don't exist. Individuals with nefarious connections may have operated out of London and Leicester, but "cells" is a concept that does not fit. Continental European investigators find this element of Britain's self-defence baffling, as they point out that they have always accepted that formal cells probably did not exist in the UK.

The focus, intelligence and police sources say, should be to the future, not the past. Their worry is that hundreds of young, disaffected Muslims and new converts to Islam are still being drawn into extreme Islamist movements in which they are susceptible to manipulation. In little halls up and down the country youths are still being drawn by preachers using Bin Laden's name as the big attraction when they have no connection to him or his movement.

As Mike Diboll, an expert in modern Islamic and Arabic thought, says: "It seems to me that there are two groups of people in the UK who are very vulnerable to recruitment into anti-western Islamist terrorist groups: young Asian Muslim men who are seething with resentment at Britain and the west, not out of directly religious concerns, but as a result of socio-political factors such as racism, unemployment and social exclusion, and white or African-Caribbean converts to Islam who, while they approach the religion in good faith, are liable to be exploited by militants as a result of their combination of zeal and ignorance."

MI5 and the anti-terrorist branch are using new resources to monitor these recruiting grounds, in the hope that they can break the cycle in which potential future terrorists are moulded.

The new strategy involves gathering intelligence on sympathisers of a number of Islamist groups - whether they be Kashmiri, Algerian, Chechen or other nationalities - and paying much closer scrutiny to the mosques that preach fundamentalist doctrines. Abdel Bar Atwan, editor of the Arab newspaper al-Quds al-Arabi, who travelled to the Hindu Kush to interview Bin Laden in 1996, said: "I have received a lot of calls from young Pakistanis who said 'look, we want to go and fight the Americans, we want to go and join Bin Laden'.

"You can find these hot-headed young chaps anywhere and they are willing to do anything."

Blame game or list of shame?

Plots the continental Europeans say are linked to Britain include:

· A plan to bomb the US embassy in Tirana, Albania. Documents prepared for the trial of Misbah Ali Hassanayn, an Egyptian, which the Guardian has obtained, quote a message from Rome police saying he was suspected of being in touch with "a group of terrorists living in London that was about to carry out an attack on the US embassy in Tirana".

· A planned attack on the 2000 Christmas market in Strasbourg. Until now this has been ascribed entirely to a Frankfurt-based group but a Milan police report indicates that hit men sent from Britain were to have played the key role.

· Italian court papers point to Abu Doha's involvement in a prospective attack on the US embassy in Rome. In January 2001, the embassy was closed. Court papers say the US had been tipped off to a possible attack. Doha was described as "the person in charge".

· A suicide attack by helicopter or lorry on the US embassy in Paris was planned by a group including Djamel Beghal and Kamel Daoudi, who had lived in Britain.

I believe that at least some of these names were associated with events significant in the overall 911 Gameplan, in particular the plot/coverup assassination of Massoud, the leader of the Northern Alliance, days before 11th September 2001. The names are linked to the thoughtcrime '(helicopter) attack on the US Embassy in Paris', which the French government opened an inquiry into the plot on 10 September 2001, one day before the September 11, 2001 attacks occurred.

The latter is originally from Tunisia. He was dwelling in Essonne - a Parisian suburb- and had also sojourned at least one time in Afghanistan. Whether the operation against the American embassy in Paris was scheduled to occur at the same time than the American operation or not, is not known. But it seems that the four persons arrested last Thursday in Netherlands (: two French, an Algerian and a Netherlander) are suspected to be linked to Jamel Beghal and Nizar Trabelsi.

I work in construction & the type of 'Controlled Demolition' that Kingstar offer is concrete sawing etc. where structures have to be demolished or taken apart.

From the terrorize.dk photos which everyone seems to have abandoned, I think that the van tried to get away but is stuck there. It's front wheels seem to be on debris and the reversing lights appear on in the 5th and 6th photo. The front wheels may have moved.

The Israeli firm ICTS International (not to be confused with ICTS Europe, which is a different company), and two of its subsidiaries are at the crux of an international investigation in recent days, as experts try to pinpoint the reasons for the security failure that enabled Umar Farouk Abdulmutallab to board Northwest flight 253 and attempt to set alight explosives hidden in his underwear.

A Haaretz investigation has learned that the security officers and their supervisor should have suspected the passenger, even without having early intelligence available to them.

At this time, ICTS and the Dutch security firm G4S are hurling recriminations at each other, as are the authorities at Schiphol Airport in Amsterdam, the Federal Aviation Authority and U.S. intelligence officials.

The failure was a twin flop: An intelligence failure, which U.S. President Barack Obama has already stated, in the poor handling of information that arrived at the State Department and probably also the CIA from both the father of the would-be bomber and the British security service; and a failure within the security system, including that of the Israeli firm ICTS.

The ICTS daughter company, I-SEC, has another daughter company - called PI (Pro-Check International). The firms provide security services to airports: consultation, instruction, training, inspection and supervision.

Two decades ago, ICTS adopted the system used in Israel, namely of profiling and assessing the degree to which a passenger is a potential threat on the basis of a number indicators (including age, name, origin and behavior during questioning). At the same time, a decade ago, the company developed a technological system called APS (Advanced Passenger Screening).

This system is based on a computerized algorithm, and is fed passenger information from the airline company. The system was offered to the Israel Airports Authority and the Shin Bet in the past, but rejected. According to the company's Web site, most of the large airlines in the United States use the system.

However - in real time - the system of ICTS failed. Even if U.S. intelligence failed and the name of the Nigerian passenger was not pinpointed as a suspect for the airline, he should have stirred the suspicion of the security officers. His age, name, illogical travel route, high-priced ticket purchased at the last minute, his boarding without luggage (only a carry on) and many other signs should have been sufficient to alert the security officers and warrant further examination of the suspect.

However, the security supervisor representing I-SEC and PI allowed him to get on the flight.

ICTS was established in 1982 by former members of the Shin Bet and El Al security. Menachem Atzmon, who has been chairman of the board of directors since 2004, holds the controlling shares in the firm.

The ICTS headquarters are in the Netherlands and the company is traded in the New York Stock Exchange. Some senior managers are Israeli, including the joint managing director Ran Langer.

Another important figure is Doron Zicher, general manager of I-SEC. Zicher has been in charge of operations in the Netherlands for more than two decades and has served as adviser to the Dutch Justice Ministry, which is responsible for setting guidelines for airport security.

The company prides itself on employing 1,300 persons and providing security services to airports in 11 countries including France, Britain, Spain, Hungary, Romania and Russia.
