Eric Frein search nears three weeks; soiled diaper DNA,
manpower costs not being released
As the search for alleged cop killer Eric Frein nears the three-week point Friday night, Pennsylvania State Police are not discussing the mounting cost of their efforts or evidence potentially linking the suspect to items found in the vast area of the manhunt.
The state police spokesman for the operation, Trooper Tom Kelly, issued a brief statement Friday morning regarding soiled diapers and other personal items possibly left behind by Frein. He echoed the thoughts of the agency's Lt. Col. George Bivens during his news conference Tuesday afternoon, the last held to date.
"We don't want to try this case in the media," Bivens had said.
Another news conference is scheduled Friday afternoon, "dealing with the search operations, public safety issues and other search-related topics," Kelly said Friday morning. The time was still being finalized for the session at the Blooming Grove Municipal Building in Pike County.
The Blooming Grove barracks is where Frein allegedly staged an ambush the night of Sept. 12, fatally shooting state police Cpl. Bryon Dickson II and seriously wounding Trooper Alex Douglass.
The focus of Tuesday's news conference was the discovery of two pipe bombs. Police said the public needed to be aware of the potentially deadly explosives as authorities mulled the cancellation of archery season Saturday; that decision was announced Wednesday for the seven-township search area in Pike and Monroe counties.
The need-to-know basis does not extend to efforts to link Frein to the discovery revealed Sept. 24 of soiled diapers and empty packs of Serbian cigarette. Wearing diapers is a tactic of snipers, to allow them to remain in position for extended periods of time, Bivens had said. The cigarettes are consistent with the reported interest of Frein, a military re-enactor, in Eastern Europe.
Kelly on Friday said, "The Pennsylvania State Police (PSP) will not comment on any possible evidence that may be used for prosecutorial purposes at a later time. Items such as pipe bombs pose a risk to the community and need to be discussed whereas the DNA in soiled diapers do not. We will not be commenting on the DNA collected from the soiled diapers found in the woods."
Bivens on Tuesday said he could not discuss the cost to taxpayers of the search because that figure did not exist. He referenced "a delay in the nature of the system used or reporting." However, he said police would "be glad" to discuss the costs as they become available.
The unavailability of the accounting continued Friday, state police press secretary Maria A. Finn said in an email.
"Lt. Col. Bivens addressed this question several times in his media briefings," wrote Finn, who has been at the Pocono Mountains command post for 19 days. "We will not have a good accounting of the cost of the operation until it's concluded. At that time, we will be happy to release the information."
